Details:

There is hand engraved on the front faintly what appears to be a serial number. The range is inch pounds, with increments of 20 on the Gage. I would guess this was done when the tool was separated from the case.

This is a used but working Seekonk mfg. Torque wrench. There is no case. This was a hand me down from a family member so i'm not certain.
